The CAPABILITY Act would help address the problem of transition-age youth with intellectual, developmental, mental health and other significant disabilities who are not achieving competitive integrated employment (CIE) outcomes at anticipated rates by expanding the capacity of customized employment strategies and other best practices through state grant programs designed to ensure that ALL youth with disabilities are able to achieve CIE.
H.R. 3070 would amend the Rehabilitation Act of 1973 to establish a demonstration program to assist transition-aged youth with covered disabilities in obtaining customized, competitive integrated employment.
